The Security Service of Ukraine, known in Ukrainian as Служба безпеки України (Sluzhba bezpeky Ukrainy), is abbreviated as SBU or SSU. It serves as the main internal security agency of the Ukrainian government, focusing on counter-intelligence, organized crime, and terrorism. Defined as a military formation by the Constitution of Ukraine, SBU personnel hold military ranks and operate under the direct authority of the president of Ukraine. The agency also has a special forces unit known as the Alpha Group.
Formation and Historical Context
The SBU was established in 1991 following the Declaration of Independence of Ukraine, succeeding the Ukrainian branch of the KGB and inheriting much of its infrastructure and personnel. Historically, the agency has faced public criticism for corruption and for its role in suppressing political dissent. A significant restructuring occurred after the Revolution of Dignity in 2014, aimed at addressing issues of corruption and potential infiltration by Russian intelligence.
Operational Focus and Recent Activities
Since the onset of the war in Donbas and the broader Russo-Ukrainian War, the SBU has engaged in operations against Russian forces and pro-Russian separatists. The agency has also expanded its operations beyond Ukraine, with notable actions including the 2022 Crimean Bridge explosion and involvement in various assassinations in Russia.
Organizational Structure
The SBU's headquarters is located at 32–35, Volodymyrska Street, Kyiv. Its structure includes a central apparatus with approximately 25 departments, regional departments across Ukraine, and a special anti-terrorist center that collaborates with other state agencies. The SBU's personnel count is reported to be around 30,000, significantly larger than comparable agencies in other countries.
Historical Development
Prior to its establishment in 1991, Ukraine had various security services dating back to the Ukrainian People's Republic in 1918. The SBU's origins can be traced to the KGB's Ukrainian branch, which retained much of its personnel during the transition. The agency has faced numerous challenges and controversies throughout its history, including allegations of human rights abuses and political manipulation.
