Kyiv City State Administration

Kyiv is designated as a 'city with special status' within Ukraine, which distinguishes it from other administrative subdivisions of the country. This special status means that Kyiv is directly governed by the national-level branches of the Government of Ukraine, bypassing the regional authorities of Kyiv Oblast. The constitutional recognition of this status is outlined in Chapter IX: Territorial Structure of Ukraine and is further governed by laws enacted by the Verkhovna Rada, Ukraine's parliament.

Local governance in Kyiv is managed by the Kyiv City Council and district councils, with chairpersons elected from among the council members. Although Kyiv is the capital of Ukraine, it also functions as the administrative center for Kyiv Oblast, which completely encircles the city, creating an enclave. Until 2020, Kyiv also served as the administrative center for the Kyiv-Sviatoshyn Raion.

On September 7, 2010, the Ukrainian parliament amended the law concerning 'The capital of Ukraine – hero city of Kyiv', allowing the President to appoint the Head of the Kyiv City Administration at their discretion. Previously, the elected mayor of the Kyiv City Council automatically held this position.

Following these amendments, then-Mayor Leonid Chernovetsky was relieved of his duties as Head of the Kyiv State Administration while retaining his mayoral role, effectively stripping him of significant decision-making power. Oleksandr Popov was appointed as Head of the Kyiv City Administration by President Viktor Yanukovych on November 16, 2010, but was suspended on December 14, 2013. Anatoliy Holubchenko served as acting Head following Popov's suspension. Volodymyr Makeyenko was appointed on January 25, 2014, but was dismissed by Acting President Oleksandr Turchynov on March 7, 2014, with Volodymyr Bondarenko taking over. Vitali Klitschko was appointed as head of the administration on June 25, 2014.

With the commencement of the Russian invasion of Ukraine in 2022, the Kyiv City State Administration transitioned into the Kyiv City Military Administration, which serves as a temporary governing body during wartime. On March 1, 2022, President Volodymyr Zelensky appointed Mykola Zhyrnov as its head, who was later replaced by Serhiy Popko on October 21, 2022. Tymur Tkachenko was appointed to lead the administration on December 31, 2024, and served until his dismissal in July 2026.

On August 23, 2025, the head of the Kyiv City Military Administration issued a decree requiring prior permission from the General Staff of the Ukrainian Armed Forces for all demonstrations and mass events in Kyiv, a measure associated with recent anti-corruption protests in the capital.
